Introduction

Within three months, the City & Country of Swanseacould quickly build, define and publish detailed designs against aggressive project timescale

In December 2005, Capgemini and the City & County of Swansea signed a 10 year, £83 million contract to launch the biggest eGovernment programme in Wales. As part of this, Capgemini led the implementation of a process architecture that is being used collaboratively by both parties to capture the process and organization design of the eGovernment solutions for the next 10 years and onwards.

Challenge

The City & County of Swansea wanted to implement a working process architecture that could be used by their Business Analysts & Capgemini’s Oracle team to capture the back and front office designs, following agreed standards and model management steps within a living enterprise model. The design had to ensure that their processes fitted the system in order to move to leading practice and ensure the build and lifetime costs to Swansea were minimised.

Solution

Capgemini Consulting implemented a server version of Corporate Modeler for up to 20 joint-team members to use interactively. This was supported by initially conducting a process ‘health-check’ and then establishing modelling standards, implementing interactive training in process design, capture and model management, plus creating automated publication outputs for detailed designs and training.

Results

Within three months, the delivered solution allowed Swansea’s Business Process Analysts and Capgemini’s Oracle team to quickly build, define and publish detailed designs against aggressive project timescales.

The Council is now responsible for the end-to-end modelmanagement for the 10 year programme. Swansea work collaboratively with Capgemini to build on their existing process capabilities within their teams and deliver future process designs for projects that fall within their 10 year vision.

The Council now has sufficient expertise within this period to enable them to maintain Corporate Modeler after the programme is complete and use it themselves to address other areas of their business.
